During the meeting the NPS budget was reviewed and questions were asked.
One Fincom member asked about the 7 positions that were taken out of the budget (not filled because of retirements, resignations or non-renewal of contract) and how that impacts next year's class sizes. Dr. Nolin said that it remains to be seen what fall will be like in terms of needing new teachers - if classes need to be split and parts of classes meet on alternate spaces there will be a big need for teachers.
One topic discussed is the $2 million in prepayment for FY21. There was concern raised about how this affects FY22, with an appropriation of $67 on the books. Mr. Evans replied that both the subcommittee and the Town Administrator were talking about the number $69. Mr Luff was asked about how the prepayment affects FY21, and his response was that it more or less doesn't - those tuitions exist regardless of the prepayment.
There was some discussion about providing compensatory services in the fall for special ed and where the money will come for that. Mr. Luff assured the group that anyone who needs services will get them and that is legally mandated.
A member of PNF raised a question about the technology budget set to $0 for new technology. Mr. Roche responded that a large order of chromebooks was place in March to deal with students of all grades who needed devices over the closure period. Another order was placed in May for 7th grade chromebooks. Freshman laptops will not be purchased as they will keep as use their 8th grade chromebooks. They don't anticipate having to buy a large group of new devices in FY21. The tech repair budget has decreased by $175K and they are hoping some of this is eligible for CARES reimbursement.
Ms. McDonough reminded the committee that there were also new positions that have been cut and the impacts of not having those positions.
Ms. Ziogby asked about potentially using more stabilization fund. Mr. Evans said that wasn't prudent during this time.
The board voted to recommend an NPS budget of $69 million to the Finance Committee.
