At the School Committee Meeting tonight Dr. Nolin reviewed the FY21 original proposal of $72.9 million dollars from January and then the savings and cuts to now bring the allocation proposal to $69 million. Included in this amended budget is:
An agreement with the teacher, paraprofessionals and administrative assistants agreed to a 0% cost of living increase for FY21
Elimination of most new hires and retirements replacement hires
Use of additional circuit breaker funds
Additional revenue from ASAP
A nearly $2 million difference still exists between the School Committee's proposal and the Town Administrators proposed allocation. The motion was made and voted on to use $1.9 million in unused allocation from FY20 to prepay some of the special education out of district tuition for FY21. This means that with the $67 million allocation from the town plus the $2 million in prepaid tuition, NPS is able to fund the $69 million budget for FY21. Concerns were raised in this meeting and at the Select Board meeting around how prepaying tuitions in this way could affect the NPS allocation for FY22 and beyond.
