The quick answer is because the above articles pertain to budgets and spending for FY21. They were moved because information became available yesterday, October 20th, about the town's revenue.
The Town Administration, led by Ms. Malone, shared that Free Cash is a surprising $6.6M for FY21. It was projected to by $2M. This new development means Town Meeting Members need to discern what to do with the funds. (Free Cash is usually appropriated or spent in the Fall once we understand how much we have. (It's like finding $20 in your jeans pocket during laundry. Money you knew you didn't spend yet and are happy about finding.)
